America Is All In Co-Chair Gina McCarthy Statement on U.S. 2035 NDC
U.S. states, cities, businesses, and institutions will deliver on this emission reduction target, turbocharging American clean energy to boost our economy, bring good-paying jobs, and clean up our air.
WASHINGTON, DC – Today, Gina McCarthy, former White House national climate advisor who led the development of the 2030 U.S. Nationally Determined Contribution (NDC), 13th U.S. EPA Administrator, and the Managing Co-Chair of America Is All In - the most expansive coalition of climate leaders ever assembled in support of climate action in the United States - released the following in response to the Biden Administration formally submitting its updated NDC and setting a target to achieve 61-66 percent greenhouse gas emissions reductions from 2005 levels by 2035:
“Let me assure our international partners that the United States is not going back, we are marching forward. States, cities, businesses, and local institutions are fully committed to achieving our ambitious climate goals and to working arm-in-arm with our international colleagues to advance the global transition to clean energy. The extraordinary efforts undertaken during the Biden Administration have turned our country’s climate challenge into an enormous opportunity to build a clean energy economy that has attracted unprecedented amounts of public and private investments, created hundreds of thousands of good-paying jobs, and advanced the health, wellbeing, safety, and security of communities all across America.
America Is All In and our nation’s clean energy coalition are emboldened by this target and we stand ready to do the hard work needed to achieve and exceed it.”

About America Is All In
America Is All In is the most expansive coalition of leaders ever assembled in support of climate action in the United States. Mobilizing thousands of U.S. cities, states, tribal nations, businesses, schools, and faith, health, and cultural institutions, the coalition is focused on pushing and partnering with the federal government to develop an ambitious, all-in national climate strategy that meets the urgency of the climate crisis; scaling climate action around the country to accelerate the transition to a 100 percent clean energy economy; and promoting the leadership of non-federal actors on the world stage.
Led by the U.N. Secretary General’s Special Envoy on Climate Ambition and Solutions Michael R. Bloomberg, Washington Governor Jay Inslee, Charlotte Mayor Vi Lyles, Apple Vice President of Environment, Policy and Social Initiatives Lisa Jackson, and former White House National Climate Advisor and 13th U.S. Environmental Protection Agency (EPA) Administrator Gina McCarthy, America Is All In is driving a nationwide movement to cut U.S. emissions in half or more by 2030 from 2005 levels and reach net zero emissions by 2050, while guarding against the impacts of climate disruption.
Alongside whole-of-government action on climate, America Is All In champions a whole-of-society mobilization to deliver the transformational change that science demands, with the goal of a healthy, prosperous, equitable, and sustainable future.
