America Is All In Co-Chairs Vow to Keep Delivering Clean Affordable Energy, Good-Paying Jobs Despite Repeals in Congressional Megabill
State and local leaders warn against Senate bill that would drive up energy bills, stifle clean and affordable energy, and kill jobs.

Washington, D.C., July 1, 2025 – Today, America Is All In Co-Chairs California Governor Gavin Newsom, Illinois Governor JB Pritzker, Cleveland Mayor Justin M. Bibb, and Gina McCarthy, the first White House National Climate Advisor and former EPA Administrator, issued the following joint statement in response to the U.S. Senate’s megabill rolling back critical clean energy tax credits, threatening hundreds of thousands of local jobs and U.S. manufacturing industries, and raising energy bills for all Americans:
“Congress is taking a hammer to American ingenuity and our economy, killing jobs, and harming our health and wellbeing. With deliberate policies that raise energy costs, Congress is turning its back on American workers and businesses who work tirelessly to deliver good-paying jobs, lower energy bills, and lead the global clean energy race. Republican Senators are fully denying the reality that clean energy is good for working people, businesses, and the strength and security of our economy.
“As temperatures hit record highs and energy demand projections surge 35-50% by 2040, we need more affordable, reliable, and clean energy quickly. State and local leaders will keep working for the American people, not special interests, by doubling down on efforts to fix our country’s affordability crisis, create clean, abundant energy and good-paying jobs, and cut toxic pollution poisoning our communities. We are not burying our heads in the sand and remain committed to building a clean energy economy that works for everyone.”
The megabill before Congress dismantles federal policies that hard-working Americans rely on and disincentivizes investment in the U.S. power sector. Polling consistently shows that the American people overwhelmingly support clean energy investments and oppose efforts to roll them back, and hundreds of businesses, state and local governments, and institutions have already made their opposition to this legislation clear to their representatives.
States, cities, Tribal Nations, businesses, and other leaders will not stop building America’s clean energy future. The policies advanced by America Is All In’s state and local co-chairs are just some of the many innovative efforts nationwide helping to deliver climate solutions and economic opportunity to Americans:
California
- Governor Newsom signed an executive order doubling down on the state’s commitment to clean cars and trucks, launching the next phase of the state’s program that will continue protecting communities from harmful air pollution while creating jobs.
- Nearly $33 billion was raised from the state’s cap-and-trade program that taxes polluters will go to projects in communities that are creating jobs, improving infrastructure, and boosting health.
- California announced $135 million for new and ongoing projects to protect communities from catastrophic wildfires and $72 million for forest health projects across the state.
- The Golden State will invest $32 million to help communities combat extreme heat through lifesaving extreme heat mitigation efforts.
Illinois
- Under Governor Pritzker’s leadership, Illinois was ranked the top state for policy on energy democracy and utility responsibility in 2024, and first in nuclear power generation in 2023.
- Under Governor Pritzker’s leadership, Illinois passed the Climate and Equitable Jobs Act (CEJA), one of the nation’s most ambitious clean energy laws that puts the state on a path to 100% clean energy by 2050 through bold investments in infrastructure, workforce, and environmental justice.
- Governor Pritzker announced $57 million in awards to help clean energy businesses and the clean energy workforce grow and support historically disadvantaged communities.
- Governor Pritzker announced 27 awards totaling $23 million through the Equitable Energy Future Grant Program to grow the clean energy workforce, alongside $25.5 million in funding for renewable energy projects in underserved communities.
- Illinois will grant $20 million for EV freight trucks and charging infrastructure in the greater Chicago area.
Cleveland, Ohio
- Mayor Bibb and Cleveland’s latest Climate Action Plan released this year sets new ambitious targets to reduce pollution, create good-paying jobs, and improve public health. This includes a goal to cut citywide greenhouse gas (GHG) emissions by 63.3% through 2030 and achieve net zero emissions by 2050.
- Cleveland is working to expand its Low to Moderate Income Home Solar pilot program, which has reduced energy costs by up to 60% for energy burdened residents, through coalition applications to the EPA’s Solar for All grants.
- This year, the city also released a new parks and recreation master plan which provides a roadmap for physical improvements, programming, and funding for over 1,600 acres of key community resiliency infrastructure, including 161 parks and 22 recreation facilities, a number of which serve as cooling centers.
