In June 2025, a joint delegation – representing America’s top subnational climate coalitions – traveled abroad to showcase U.S. progress and ambition to the global stage.
State, city, business, and academic leaders are stepping up at a pivotal moment, as the federal government steps back from global climate diplomacy. Together, the America Is All In coalition is reaffirming U.S. commitment to the Paris Agreement and showcasing progress happening in American communities. This diverse and dynamic delegation brought subnational leadership to the forefront at these events:

Global Leaders Convene to Address Global Emissions
During the United Nations Framework Convention on Climate Change (UNFCCC) June Climate Meetings in Bonn, leaders, experts, and stakeholders from around the world gathered to advance climate action and address the challenges of reducing global emissions.
Networking for Future Partnerships
Maryland Department of the Environment's Secretary Serena McIlwain and Center for Global Sustainability’s Director Nate Hultman participated in roundtables, dialogues, and workshops, sharing insights from subnational action and strategies for driving climate solutions from the ground up.

International Dialogue Drives Bold Climate Collaborations
Global cooperation is the only way to address the challenges of the climate crisis, and events like London Climate Action Week build that cooperation between nations and sectors and encourage further ambition.
This year, members of the U.S. subnational delegation met with COP30 High-Level Champion Dan Ioschpe, a leading advocate for inclusive and actionable climate solutions ahead of the UN Climate Change conference in Belém this November.
Strengthening Global Cooperation
In addition, Phoenix Mayor Kate Gallego, California EPA Secretary Yana Garcia, Maryland Department of the Environment Secretary McIlwain, All In Program Director Elizabeth Lien, and Climate Mayors Executive Director Kate Wright participated in discussions with local leaders from around the world focused on fostering "whole of society" engagement to accelerate impactful climate action.
Plus – in the 14th Europe – U.S. Dialogue on Climate Change, All In Managing Co-Chair Gina McCarthy joined Secretary Garcia and other leaders in a transatlantic conversation about the strong collaborative opportunities between U.S. subnational actors and European governments.

Since the signing of the Paris Agreement, U.S. local leaders across cities, states, businesses, schools, and institutions have been at the forefront of climate action.
Nearly 10 years later, local leaders from around the world gathered in Paris to celebrate the progress made and discuss the next steps for the future of people and the planet – including California EPA Secretary Garcia and Phoenix Mayor Gallego.
