America Is All In Stands Firm on International Climate Leadership as U.S. Governors, Mayors, and Local Leaders Drive Progress During Trump’s First 100 Days

WASHINGTON, DC, April 29, 2025 - One hundred days into the Trump administration, America Is All In is sending a powerful message to international allies: U.S. states, cities, businesses, and other local leaders are committed to working domestically and internationally to fill the gap left by federal inaction and deliver on our climate goals as we head into the 2025 United Nations Climate Change Conference (COP30) and the 10th anniversary of the Paris Agreement. 

Recently, Gina McCarthy met with the president of the 2025 UN Climate Change Conference, Ambassador André Corrêa do Lago and Brazilian Ambassador Maria Luiza Ribeiro Viotti, to assure them that America Is All In stands ready to support their efforts to deliver a successful COP30. They discussed shared priorities and opportunities to drive real and lasting climate progress through subnational action from U.S. governors, mayors, business leaders, and more. She will reiterate how America Is All In is stepping in to fill the gap today at the Bloomberg New Economy Forum.

“What is happening now in our country is not the end of our story, not by a long shot. Our country remains filled with hope and opportunity, you just have to look at what's happening at the subnational level,” said Gina McCarthy, Co-Chair of America Is All In and former White House National Climate Advisor, in a press call with reporters. “Businesses, cities, states, universities, tribes, faith institutions, and so many others are working tirelessly to ensure that clean energy continues to grow and enrich the lives of people all across America. While it's not easy and this administration is doing everything it can to slow it down, America Is All In stands ready to fight for American prosperity."

America Is All In was born in 2017 as a direct response to the Trump administration’s decision to withdraw from the Paris Agreement. Since then, it has grown into the largest coalition of its kind in U.S. history, representing nearly two-thirds of the U.S. population and three-quarters of its GDP. The coalition has represented local leaders at international climate conferences for nearly a decade. In the wake of the State Department dismantling the Office of Global Change, the coalition is prepared to once again ensure that the United States is represented through its subnational climate leaders at COP30.

100 DAYS OF LOCAL CLIMATE LEADERSHIP

On a press call last week, America Is All In Co-Chairs Gina McCarthy, Illinois Governor JB Pritzker, and Cleveland Mayor Justin M. Bibb demonstrated that local leaders are as committed as ever to climate action and the benefits it delivers for American communities. 

“As state leaders, we are doubling down on the clean energy economy that keeps America on the path to a sustainable and strong future. In Illinois, we have marched on despite every effort by the administration to illegally withhold funds that our people and communities are entitled to,” said Governor JB Pritzker of Illinois, Co-Chair of America Is All In.

“We don’t have to choose between climate action and economic opportunity—they go hand in hand, and we must keep articulating that message across the country, city by city,” Cleveland Mayor Justin M. Bibb, Co-Chair of the coalition, shared his city’s bold steps to confront the climate crisis. “When our Climate Action Plan in Cleveland is implemented, we believe it can create nearly 1,200 jobs per year by 2030.”

To mark 100 days of local climate leadership, America Is All In released a fact sheet spotlighting the work of governors, mayors, and business leaders across the country that are delivering real results for Americans by lowering energy costs and creating good-paying jobs, including in the communities where our America Is All In co-chairs work:

  • California: Governor Newsom unveiled a project to leverage satellite data to detect and reduce methane emissions, signed an MOU with 21 Brazilian states to tackle pollution and foster sustainable growth, funded another 1,000 clean electric buses for schools, announced a statewide blueprint for reaching six million heat pumps by 2030, and is working with the state legislature to extend the state’s nation-leading cap-and-trade program.
  • Illinois: In the implementation of the state’s landmark Climate and Equitable Jobs Act (CEJA), Governor Pritzker announced $57 million in awards to help clean energy businesses and the clean energy workforce grow and support historically disadvantaged communities, and announced $20 million for EV freight trucks and charging infrastructure in the greater Chicago area. This month, the Governor also signed an MOU with the United Kingdom to foster growth in green technology and manufacturing.
  • Cleveland, Ohio: Mayor Bibb is enlisting all departments to reduce violent crime in summer months, care for public spaces, and make the connection between the built environment and public safety. Cleveland’s Climate Action Plan and commitment to net zero emissions by 2050 is expected to create between 11,500 and 12,550 jobs annually for residents through 2030.
